Apart from the lack of accuracy there, I am sceptical of the usefulness of such a graphic, from the reader's point of view -- IMHO the graphic does not capture ranking of any indicator. (This is a news item about ranking.)
Rather than colour-coding the numbers, couldn't the designer have conveyed regional info by simply color-coding the country name? Say, white text on brown background, might have worked for "India".
